PROJECT SUMMARY

The City of Sisters worked with consultant NV5 on the development of a Master Plan for Northwest Park, located near the southeast corner of the Highway 20 and Barclay Drive roundabout. The process of developing the master plan assessed the community's recreational needs and interests and determined how the park can best serve the community. The plan provides guidance for future development, including potential phases of construction, and enable the city to explore various funding opportunities. With careful planning, Northwest Park enhances outdoor spaces and recreational opportunities for residents and visitors year-round.

Final Master Plan Report

After the preferred conceptual design and cost estimate has been presented and approved by City Council and City staff, and project funding and phasing has been identified, NV5 gathered all input received throughout the entirety of the project and finalized the park master plan report. Information included in the final report includes the topography survey and base mapping, site analysis, and public involvement summary as pre-design information. 

The design process for the conceptual design alternatives, preferred conceptual design, cost estimate, project funding, and phasing was thoroughly detailed and documented.

This final master plan report was provided to the City and serves as a basis for future project implementation.

 

Preferred Conceptual Design

NV5 collaborated with City staff to determine a final program to develop a preferred conceptual design for the park. The design refined the design alternatives, taking into account all public involvement, stakeholder input, and City staff feedback. A construction cost estimate was provided for the preferred conceptual design, including costs for all park improvements and soft costs. A design and construction contingency factor and escalation clause was added so cost projections will be valid for future budgeting. 

 

Conceptual Design Alternatives

NV5 has prepared 3 Conceptual Design Alternatives for the park:

The Conceptual Design Alternatives were presented to the City Parks Advisory Board on September 3, 2025, and the City Council on September 10, 2025, for initial input. The 3 Conceptual Design Alternatives were also presented to public with an opportunity for discussion and input at an Open Forum on October 21, 2025. The Open Forum included a presentation and display of each of the Conceptual Design Alternatives.

 

Existing Conditions Survey, Opportunities/Constraints

Existing Conditions Base Map - The NV5 surveyors prepared a base map that shows contours at a one-foot interval, all found monuments and their relationship with the deed and/or plat boundaries, known utilities and utility detail information, vegetation, and roadway features. The base map also includes a basis of bearing and reference elevation on the topographic survey.

Opportunities and Constraints Diagram - Working from the base map, a detailed site opportunities and constraints diagram was developed. This exercise will identify site access points, viewsheds into and from the site, existing site features to avoid or include in the design, necessary buffers, and potential developable areas on the project site.

 

Round One: Public Outreach & Engagement

April 25, 2025 - Two group stakeholder interviews were conducted, One with Local Agency Representatives and the other with Community Leaders and Interested Parties. A summary of the interviews can be found HERE

May 22, 2025 - An open house was held at the Sisters Community Recreation Center. The open house provided an opportunity to learn more about the project and share thoughts on the park’s design. A summary of the open house can be found HERE. (Resource: Open House Presentation Exhibits) 

July 18-24, 2025 - Public Survey: "What Should the New Northwest Park be?" The survey was answered by 586 respondents. Results of that survey can be found HERE

CITY MEETING SUMMARY 

April 8, 2026 - The Draft Northwest Park Master Plan Report was presented to the City Council on April 8, 2026. The City Council discussed the draft report and provided refinement for the preparation of the final report.

March 11, 2026 - The Draft Northwest Park Master Plan Report was presented to the City Council on March 11, 2026. The City Council discussed the draft report and provided refinement for the preparation of the final report.

February 11, 2026 -  The updated Preferred Design Concept and preliminary Funding Analysis for the proposed Northwest Park Master Plan were presented to the City Council on February 11, 2026. The City Council provided input refining the overall design expressing support of the Phase 1 Hybrid design and did not support an ice rink at this location and time.  

January 22, 2026 - In conjunction with the City Council Goal Setting Open House, staff shared the latest preferred concept and potential phasing options for the Northwest Park Master Plan. Below is a slideshow with the Preferred Concept and Phasing Designs currently under consideration.

January 7, 2026 - An updated preferred conceptual design was presented to the City Parks Advisory Board on January 7, 2026, for final feedback from the Board on the master plan before it goes back to City Council for final review and direction. 

December 10, 2025 - The City Council and Sisters Park and Recreation District Board held a joint meeting on December 10, 2025, where the project was presented for further comment and have a preliminary discussion about potential partnership opportunities. 

November 19, 2025 - A draft preferred conceptual design was presented to the City Council on November 19, 2025, to receive feedback on this iteration to inform preparation of the final preferred concept. 

November 12, 2025 -A draft preferred conceptual design was presented to the City Parks Advisory Board on November 12, 2025, to receive feedback on this iteration to inform preparation of the final preferred concept.
